When new construction occurs where public sidewalks exist, public sidewalks shall be replaced where substandard sidewalk sections exist or when sidewalks have been damaged during construction. The City’s inspectors [Building or Engineering] shall determine if one (1) or several sections of the sidewalk must be repaired or replaced prior to issuance of a Certificate of Occupancy of the property adjacent to the substandard sidewalk. Any potential discrepancy shall be resolved at the discretion of the City Inspector.
